Afghanistan President Ashraf Ghani blamed the nation’s deteriorating safety Monday on Washington deciding “abruptly” to withdraw its troops.

“The motive for our present scenario is that the choice was taken abruptly,” he instructed parliament, including he had warned Washington the withdrawal would have “penalties”.
